Responsible Service of Alcohol Course
The requirements for RSA differ from state to state.
In Victoria, Australian Capital Territory (ACT), New South Wales (NSW) and Queensland training companies and each individual trainer must be approved with the relevant state authority. In Tasmania, individuals need to do a course through the Skills Institute. In WA, NT and SA the student only needs to complete the nationally recognised unit of competency for RSA: SITHFAB009A: Responsible Service of Alcohol. In Queensland, WA, NT and SA the course can be done online, however in Victoria, ACT and NSW, it must be delivered face to face.

Course overview:
RSA courses help students to
- Understand and comply with the legal responsibilities associated with the service of alcohol in their state
- Assist in harm minimisation
- Recognise what constitutes a standard drink and understand the different strengths of alcohol
- Appreciate the effects that alcohol has on the community and individuals
- Detect the different levels of intoxication in customers,
- Prepare strategies and skills in the prevention and detection of minors on licensed premises
- Prevent underage drinking
- Find attractive alternatives to alcohol service
- Improve communication with customers
- Competently advise customers of the options available.
- Understand problems associated with excessive consumption
- Alcohol and the law
- Be able to understand the question of who is responsible for RSA
- Have the "must know" facts about alcohol
- Improve the atmosphere in their premises
In Victoria:
It is compulsory to have an RSA certificate if you work in a venue with:
- A general licence
- On-premises licence
- Late night licence, or
- Packaged liquor license (such as a bottle shop).
- It is also compulsory in other situations where there is a condition on the liquor licence requiring the employment of RSA trained staff or you are applying for a new liquor licence.
For the delivery of the RSA course the Materials, presentations and assessments are prepared by Liquor Licensing Victoria (LLV) and we must deliver the training as per their specific requirements.
Cost of the training includes:
- Delivery of training session prepared by LLV
- A resource book prepared by LLV
- LLV issued certificate
- Training record for your facility, summarising the training that was undertaken, the participants and their results (if training is conducted onsite for your organisation)
- Assessment
Conditions imposed on Prime Skills when delivering this training by LL V:
- Course must be a minimum of 4 ½ hours (which can include assessment time)
- Maximum number of people in each course is 25
- Students must be provide photo ID and personal details including full name, date of birth and suburb where they reside
- LLV charge Prime Skills $8 per student certificate issued (we charge this to you at $13 per person to cover the administration required by LLV)
- Each training organisation and trainer must be approved by LLV to deliver this course and attend a course at LLV on how to deliver the training
In New South Wales
RSA training requirements applies to:
- Licensees;
- Approved managers;
- Staff, including promotional staff, involved in the sale, supply and service of alcohol;
- Volunteers, including club directors, who have liquor service responsibilities and
- Security officers with crowd control duties.
For the delivery of the RSA course the materials, presentations and assessments are prepared by Prime Skills. We must also provide the student with resource material prepared by the Office of Liquor, Gaming and Racing (OLGR).
Your participants will be able to interact, ask questions, feel comfortable and understand what we are telling them. We use PowerPoint, Whiteboard, group discussions, videos, practical examples and examples that they can touch and experience. We target all three categories of learners (audio, visual and kinetic).
Cost of the training includes:
- Delivery of training session prepared by Prime Skills
- A resource book prepared by OLGR
- OLGR issued certificate
- Training record for your facility, summarising the training that was undertaken, the participants and their results (if training is conducted onsite for your organisation)
- Assessment
Conditions imposed on Prime Skills when delivering this training by OLGR:
- Course must be a minimum of 6 ½ hours (which can include assessment time)
- Maximum number of people in each course is 30
- Students must be provide photo ID and personal details including full name, date of birth and suburb where they reside
- After 22nd August 2011 OLGR will charge Prime Skills $70 per student certificate AND ID card issued (we charge this to you at $80 per person to cover the administration required by OLGR).
Note: We provide the student with an interim certificate that is valid for 21 days. The individual student must present themselves at an Australia Post outlet within 21 days of completing the course and provide 100 points of ID in order to receive a photo card and licence. - Each training organisation and trainer must be approved by OLGR to deliver this course
- Each trainer must have at least 5 years experience working in NSW licensed premises
